How to Recreate Google Contact Groups as Outlook Contact Lists

Assumptions
This guide assumes your contacts have already been moved from Google Contacts into Outlook and that the old Google labels now appear as Outlook categories. It is written for a non-technical office user using Outlook through Microsoft 365, Outlook on the web, new Outlook, or classic Outlook. Some button names may look slightly different depending on the Outlook version, but the general process is the same.
Quick Guide
Outlook categories help you sort and find contacts, but they are not mailing lists. To send an email by typing one group name into the To field, you need to create a contact list or contact group and add the people from that category into it. After the list is created, you can type the list name into a new email just like you used to do with a Google contact label.
Step-by-Step Instructions
Open Outlook and go to People or Contacts.
Look for the category that came over from Google. This may be shown as a color category, tag, or category name depending on your Outlook version. Microsoft notes that categories are used to tag and organize contacts so they are easier to find.
Select or filter the contacts that belong to the category you want to recreate as an email group.
Review the contacts in that category and make sure each person has a valid email address. A contact without an email address cannot be added usefully to an email contact list.
Create a new contact list or contact group. In Outlook on the web or new Outlook, this is usually done from People by choosing New contact list or a similar option. In classic Outlook, this may be called New Contact Group.
Name the contact list using the same name you used in Google, such as Office Team, Board Members, Volunteers, or Clients - Tampa. Choose a name that will be easy to recognize when typing in the To field.
Add the contacts from that category into the new contact list. Depending on your Outlook version, you may be able to search for each contact by name or email address and add them one at a time.
Save the contact list or contact group.
Open a new email message.
In the To field, start typing the name of the new contact list.
Select the contact list when it appears.
Add your subject and message, then send the email. Outlook contact groups and contact lists are designed so you can send one email to multiple addresses at once.
Repeat the same process for each old Google label or contact category you want to use as an email group.
Troubleshooting
If the category name does not appear when you type it into the To field, that is expected behavior. The category is only helping Outlook organize the contacts. It is not a mailing list by itself.
If the new contact list does not appear in the To field, confirm that the list was saved and that you are typing the exact list name. You may also need to close and reopen the new email window, or restart Outlook if the list was just created.
If some people do not receive the email, open the contact list and confirm they were added to the list and that their email address is correct. During a migration from Google, some contacts may come over with missing, outdated, or duplicate email addresses.
If you see both Contact List and Microsoft 365 Group options, choose Contact List for this situation. A Microsoft 365 Group is meant for shared collaboration features such as a shared mailbox, calendar, and files, while a contact list is the simpler option for emailing a saved set of people.
Security / Business Considerations
Contact lists make email easier, but they also make it easier to send a message to many people at once. Before sending, check the recipients and confirm the group is still accurate. For outside recipients, consider whether the addresses should be placed in Bcc to protect privacy and reduce accidental reply-all exposure. For company-wide or sensitive groups, IT should manage the list so membership stays accurate.
When to Contact IT Support
Contact IT support if you cannot find your migrated categories, cannot create a contact list, or need help building several lists from older Google labels. You should also contact IT if the list needs to be shared with multiple employees, used by a department, or managed centrally so the membership stays consistent for everyone.
